The Illinois House on Thursday passed a bill offering state-funded student financial aid to two groups who don’t qualify for federal aid, undocumented immigrants and transgender individuals who have not registered for the draft. “This bill creates equity,” said Rep. Elizabeth Hernandez, a Cicero Democrat and lead sponsor of the bill. “The state has already invested in these students through their education."
