S&P Global Ratings says Illinois’ credit outlook is stable.

Gov. JB Pritzker declined to say if a third term would be his last.

Pritzker said that "one-time money should really be used for one-time needs."

Wednesday’s credit upgrade by Moody’s is the 11th of Gov. JB Pritzker’s tenure.
